The Joint Task Force Western Hemisphere (JTF-WHEM) is a new US Southern Command operational headquarters, activated in 2026, that will synchronise military operations with partner nations across the Western Hemisphere to counter drug-trafficking networks — with Trinidad and Tobago reported among the partners expected to work with the 18-nation Americas Counter Cartel Coalition framework, though the precise terms of T&T’s formal role remain publicly unconfirmed. Washington’s newest military command formally lists Trinidad and Tobago’s Defence Force among its operating partners — yet Port of Spain has said almost nothing about it. U.S. Southern Command activated JTF-WHEM on August 3, replacing the temporary Joint Task Force Southern Spear, which the Pentagon spent approximately US$820 million operating and which fired on at least 67 boats, killing at least 221 people across its lifespan. SOUTHCOM Commander Gen. Francis L. Donovan — who also directed the kinetic strikes under Southern Spear — personally directed JTF-WHEM’s activation and selected U.S. Marine Corps Maj. Gen. Kevin Jarrard, fresh from leading disaster-relief operations after June 2026 earthquakes in Venezuela, to command it. The task force is structured as SOUTHCOM’s permanent ‘action arm’ — not a temporary command — with a mandate spanning drug-boat interdiction, intelligence fusion, expanded joint training, humanitarian response, and what SOUTHCOM describes as ‘operational dominance’ from the seafloor to space and across cyberspace. T&T joined the 18-nation Americas Counter Cartel Coalition in March alongside Guyana, Ecuador, Paraguay, Argentina and several Central and South American states; JTF-WHEM is now the standing military headquarters designed to execute that coalition’s operations. When Guardian Media sought comment, PM Persad-Bissessar did not respond to queries specifically about JTF-WHEM; Homeland Security Minister Roger Alexander and Defence Minister Wayne Sturge also did not reply, leaving the public without any official T&T statement on the activation. SOUTHCOM simultaneously announced a separate Autonomous Warfare Command (SAWC) to pursue unmanned and cyber capabilities alongside JTF-WHEM, deepening the technological infrastructure underpinning the regional security architecture T&T has now formally joined.
